BPC Cancels Registration and Disqualifies Builder for Three Years Following Conviction

A Victorian domestic builder has had his registration cancelled and been disqualified from practising in any building category for three years after being convicted of bribing a public official. Yasar Bolat held registration number DB-U 75237 as a Domestic Builder (Unlimited) and was the subject of a formal show cause process conducted by the Building and Plumbing Commission. The disciplinary decision was handed down on 23 March 2026.

The Grounds for the Disciplinary Decision

Three grounds were established against Bolat. The first was that he had been convicted of an indictable offence involving fraud, dishonesty, drug trafficking or violence. The second was that he had obtained his registration on the basis of information and/or a document that was false or misleading. The third was that he was not a fit and proper person to practise as a building practitioner. All three grounds were found to be established through the show cause process.

The Bribery Conviction

The disciplinary proceedings stemmed from Bolat’s conviction in September 2025 for bribing a public official. That conviction placed him within the grounds that permit the regulator to cancel a practitioner’s registration and impose a period of disqualification from the industry. The second ground — that Bolat had obtained his registration on the basis of information or a document that was false or misleading — was also found to be established through the show cause process.

Registration Cancelled and Disqualification

Imposed As a result of the three established grounds, the Building and Plumbing Commission took two actions. Bolat’s registration as a Domestic Builder (Unlimited) was cancelled. He was also disqualified from being registered in any category or class of building practitioner in Victoria for a period of three years. The disqualification means Bolat cannot lawfully hold any form of building registration in Victoria for the duration of that period.

How the Show Cause Process Works

The show cause process is a formal disciplinary pathway under the Building Act 1993 in which the regulator notifies a practitioner of the grounds on which action is proposed and invites a response before a final decision is made. Where the grounds are established, the regulator may cancel the practitioner’s registration, impose a disqualification, issue a reprimand, or take other permitted action. The process is subject to rights of review before the Victorian Civil and Administrative Tribunal.

What This Means for Homeowners

Homeowners engaging a domestic builder in Victoria can search the BPC’s Prosecution and Disciplinary Register to check whether a practitioner has been the subject of disciplinary action. Where a builder’s registration has been cancelled or a disqualification is in effect, that person cannot lawfully carry out domestic building work in the state. Bolat’s registration cancellation and three-year disqualification are recorded on the public register and are available to anyone wishing to verify a builder’s status before signing a contract.
