A New Approach to Increase Housing Supply

According to MSN (Microsoft Start Network), Treasurer Jim Chalmers recently announced a $900 million National Productivity Fund aimed at reducing barriers in the residential construction sector and advancing housing productivity across Australia. This initiative, part of a broader federal push to accelerate home building and streamline regulations, is designed to support state governments that take active steps to simplify housing development processes. “There is no more important structural problem in our economy than productivity,” Chalmers stated, emphasising the need for a “modern” approach to construction that could unlock a larger housing supply.

Rewarding States for Cutting Red Tape

The fund encourages states and territories to reform their housing and planning systems, focusing on removing regulatory bottlenecks that have long delayed development. By offering grants as incentives, the federal government hopes to stimulate new growth in modular and prefabricated home construction, which can be produced more efficiently and affordably. The Albanese government recognises that achieving their goal of 1.2 million new homes over the next five years will require both state cooperation and modernisation of construction methods, marking a shift from traditional building approaches.

Challenges in Residential Construction Productivity

Australia’s residential construction productivity has lagged since the 1990s. Productivity Commission Chair Danielle Wood highlighted that Australia now builds fewer homes per hour worked than it did three decades ago. She attributed this to complex, overlapping regulations that delay housing projects and inflate costs, particularly when it comes to innovative approaches like prefabricated or modular homes. Wood also mentioned that a shortage of workers has added to these challenges, further constraining the sector’s capacity to keep up with demand.

Modular Homes: An Untapped Opportunity

Modular homes have gained popularity internationally as an efficient and scalable building method, but Australia has been slow to adopt this approach. The new fund is aimed at addressing this issue by incentivising states to update their planning and zoning regulations, thereby reducing restrictions that hinder modular construction. This modern construction method has the potential to meet growing housing demands faster, yet it remains underutilised due to regulatory and logistical barriers. The fund is expected to help break down these barriers, enabling developers to explore more flexible construction options.

Addressing the Labour and Skills Shortage

One of the key challenges identified is the shortage of workers in the construction sector. The Albanese government’s broader agenda includes fee-free TAFE programs and targeted migration reforms to attract and retain labour. With an expanding housing market, these initiatives aim to fill the labour gaps necessary to build the housing Australia needs. This focus on upskilling the workforce aligns with other efforts to increase productivity across the sector, including training programs and encouraging innovation in building practices.

Political Perspectives and Moving Forward

The fund’s announcement has drawn a mixed response from various political parties. Shadow Treasurer Angus Taylor criticised the government’s industrial relations agenda, arguing that it has contributed to Australia’s productivity decline. However, Chalmers countered that recent productivity figures have been affected by the pandemic, which artificially skewed productivity data. He remains confident that initiatives like the National Productivity Fund will help generate sustainable productivity growth, noting that Australia must “apply new thinking to the challenge” of improving its economic output.
